Clarification on Proposed Developmental Screening Regulation

Dear Early Childhood Professional,

I hope this email finds you well on this beautiful day! We wanted to reiterate that the final Delacare center regulations went into effect June 10, 2022. Final family and large family regulations became final on May 10, 2022 but a few sections from these regulations were reposted as proposed in the June Register of Regulations to clarify information.

Since this update, we have received many questions seeking clarification about why the regulations do not currently include the proposed developmental screening regulations as final.

Please note: HB 202, which requires developmental and social emotional screening of children younger than kindergarten, is still moving forward. We are waiting on clarification of the legislation language so that we can finalize accurate regulations.

We will finalize the regulation on completing the Department’s approved developmental and social emotional screening tool when the legislation language is clarified. We are still ahead of our timeline for allowing a 6-month roll out of a new regulation. We recognize that the developmental screening regulations will need to be final by December 2022 in order for us to meet this timeline.

In the meantime, we are staying the course with our current plans! Please proceed as planned by completing the orientation trainings and planning so that we are all prepared for full implementation by July 1, 2023.
