1. How long is the review process to become an administrator for your program in the DE ECE Portal? The turnaround time has been between 24-72 hours, or within 3 days. Administrators and family child care providers that already had a DE ECE Portal profile should have access to the background check module in their profile. 2. Can people still do walk-in appointments? No, an applicant must make an online appointment to be seen. The State Bureau of Investigations no longer allows walk-ins. 3. Once the background check form is submitted to CHU, how long until they should expect an email? Child care persons will receive a response the same business day if the form is sent by 3PM. If after 3PM, it could be the next business day. As of today 9/13/23, all forms that have been submitted have received a response. 4. Who will that email come from so they can look for it? The email will come from the Delaware.gov email address from staff in the Criminal History Unit. 5. Who can submit the background form to CHU – can a program or only the applicant? Only the applicant should be submitting the form. The applicant will receive the response email because it is sent to the personal email address listed on the background check form. 6. Does it matter who submits the background form? Only the applicant should submit the form. 7. Once the fingerprints are taken – how long before eligibility letter? The time will vary based on the volume and when the results are received by the Criminal History Unit. It is early in this process to give a firm turnaround time, but we will update everyone on our future Provider Call. |

The new background check process requires the following easy steps: Step 1) A center administrator, large family child care provider, or family child care provider logs into the Delaware ECE Portal, generates a background check form, and prints the pre-filled background check form for an applicant. Background Check Form Guide Background Check First Time User Video If you have already created a profile for the Delaware ECE Portal: Sign In Video Forgot Your Password Video If you need to create a profile for the Delaware ECE Portal: Sign up Video My Early Childhood Career Journey Video Step 2) The applicant completes, signs, and dates the form and returns it to the Criminal History Unit (CHU) via email: DSCYF_CHU@delaware.gov or via fax: (302) 633-5191. Step 3) Upon receipt of the completed form, CHU will email the person the IdentoGO Service Code and No Charge Authorization Code. Step 4) The applicant signs up for an IdentoGO appointment online using the service code and provides the no-charge authorization code for payment. The IdentoGo helpline phone number is 1-844-539-5541 for any issues setting up your appointment. Step 6) CHU receives the background check results and sends an eligibility determination or provisional eligibility notification to the CHU contact. DE ECE Program Portal Background Check Form Guide IdentoGO Fingerprinting Locations_September 2023 Dear center administrators, family and large family child care providers, This email provides more information about “Step 1” in the new background check process. This first step is for employers ONLY. Please see the attached guide for visual, step-by-step instructions. Family and large family child care providers and center administrators must log into the Delaware ECE Portal, generate a background check form, and print the pre-filled background check form for a new hire applicant or adult household members.
